ITANAGAR, Oct 6: Weather today dictated Rahul Gandhi’s trip to Itanagar and Yachuli much to the disappointment of the citizens who had gathered at the IG Park to catch a glimpse of leader. The Congress leader had to abandon his trip to because of inclement weather. A Congress Party release said that Rahul had to wait for more than an hour at Lakhimpur’s Lilabari Airport to clear but Air Traffic Control and Weather department did not give clearance.
But the Congress party ensured that news was not leaked to the crowd before all the leaders had their say.
The day belonged to AICC In charge of Arunachal and Union Minister V Narayansamy who in his typical accented Hindi managed to entertain the crowd. He did not spare UPA coalition partners NCP and Trinamool Congress and absolutely minced no words. He stopped short of calling them opportunists in the land of Congress! Narayanswamy said that no other political party has its own plan and policy for the development of the state except Congress.
Chief Minister Dorjee Khandu in his brief speech appealed the people not to believe in rumour or propaganda of the NCP and other parties who claims to have support of Congress leadership.
Ruling out the post poll alliance with any other party, Khandu said that the Congress will win in majority seats and form the Govt of its own.
Assuring the employees for full implementation of the 6th pay commission recommendation, APCC president Nabam Tuki said the Congress being the party of aam aadmi will create more employment opportunities in the tourism, agriculture, horticulture sectors, strengthen Panchayati Raj Institutions in the state.
Appealing the people to support the INC, Tuki said road infrastructure including trans Arunachal highway are coming up soon and plans are afoot to make the Capital city one of the beautiful cities of the country.
Congress needs no support of other parties and form Govt on its own, he said while denying any rift in the party.
Describing the payment of employees’ arrear as the historic achievement of the party, MP Takam Sanjoy appealed the people to support Congress and its candidates for all round development.
There should be especial economic package for Arunachal and policy to utilize the youth force of the state, he added.
Stressing on the need of strong and strategic defense force to guard the frontier state, Takam said that If Arunachal is protected, India will be protected. Congress which had witnessed 1962 invasion is only the party which feels the pulse of the people of the state, he said and sought people’s support for development.
Among others Union Minister of state for Water Resources Vincent H Pala, former Goa CM Luizino Faleiro also spoke on the occasion.
Newly elected young MLA Jambey Tashi who was introduced for the first time got a good reception from the crowd.
Casting of postal ballot starts
Seppa, Oct 06: Presiding and the Polling officers deputed to all the five constituencies of the East Kameng today cast their postal ballot at Seppa Election office. The poll process begins at 10 am in the morning and closed at 4 pm.
Huge numbers of voters turned up for the voting but only 471 nos. of ballot papers could be issued due to shortage of time today. The poll shall continue till the departure order for the various polling stations are dispatched.
Meanwhile, no untoward incidents related to election, have taken place so far from the district.

BOMDILA: Due to further reports of stray incidents of violence in and around Dirang township and for averting any untoward incidents in the area, the Deputy Commissioner cum District Magistrate has extended 144 Cr PC to till Oct 11 for the smooth conduct of Assembly Elections.
The District Magistrate had clamped 144 Cr PC in and around Dirang township on Sept 27 last on account of the campaign related violence.

Commissioning of EVMs has also been completed for the Papum Pare District. The Commissioning was done at Siddhartha Hall, Itanagar in presence of two Election Observer and representatives of the Political Parties. After commissioning of EVMs the machines have also been randomized in the computer. It will be on the basis of randomization, the EVMs will be allotted to different Polling Stations in three Assembly Constituency of Papum Pare District.
Postal Ballots for the Polling Personnel of Papum Pare Districts and also others residing in Papum Pare District and assigned Election duty in other Districts are being issued at Siddhartha Hall. Meanwhile the District Election Officer, Papum Pare District Bidol Tayeng has asked all the Polling officials to avail the Postal ballots before proceeding on Election duty.

Randomisation of EVMs completed

PASIGHAT: The 3rd and final phase of randomization of EVMS was done on Oct 5 in presence of Election observers R.N. Jha and Santosh Kumar Yadav, DEO Onit Panyang and representatives of all contesting candidates in the office chamber of the nodal officer Arjun Singh (DIO).
The department has so far received 314 EVMS which fulfills the required numbers for all five constituencies. 282 would be issued to 141 polling stations.

ITANAGAR, Oct 05: Despite repeated claim of the Congress that it would form the next state Govt on its own, Nationalist Congress party (NCP) today said that the state is going to witness a coalition Govt after the Assembly poll due in Oct 13 next.
Interacting with the media persons here NCP national secretary Dr Jimmy George said that days of single party rule in Arunachal is over and the NCP will play a crucial role in formation of the state Govt.
Banking on youth power, George said that his party will win at least 15 to 20 seats with the support of the majority of youths who have changed their mind set and yearning for development. 60 per cent of the NCP total candidates are youth, he disclosed.
The NCP leader alleged that Arunachal Pradesh, a strategically important state of North East is lagging behind in development front due to money politics being practiced by the leaders of the ruling party.
In spite of lot of central fund being pumped in for the development, the fate of the state remains the same as it was 10 years back. There is no development in road infrastructure, education and health sectors as the major amount of the central fund is being misused or swallowed by the leaders, the NCP leader alleged.
Stating that 65 per cent of the total voters are youth and only youth can change the scenario of the state, Jimmy exhorted the people including the young generation to fight against money politics.
Culture of money politics has to be changed into culture of development and for this people have to play a pivotal role, the NCP leader said.
Responding to a specific question, Jimmy said NCP is a national party with its own identity and vision.
NCP candidate for prestigious Itanagar constituency Techi Kasso confidently said that the people are with him and he will emerge victorious with support of the people.
‘My first priority will to ensure that law and order is in place. Development of road infrastructure, school infrastructure and beautification of Capital with proper planning’ are on the agenda of the young leader. Kasso said that as a human being and social worker he has done many developmental activities including development of road infrastructure. People are well aware of my performance, they will give their verdict in favour of me, he said.
Only Cong can accelerate development: NSUI

ITANAGAR, Oct 06: The National Students’ Union of India (NSUI) today said that only Congress can accelerate the pace of development while maintaining peace and tranquility in the state.
Arunachal has witnessed development in education sector under the Congress rule with construction of over 600 schools, appointment of over 5000 teachers under SSA, said NSUI general secretary and incharge of North East and Delhi Mohd Shahnawaz Choudhury while addressing the media persons here today.
Choudhury said, NSUI, being a Frontal wing of the Congress has given top priority in education sector, infrastructure and rapid development. NSUI leader said that the Congress has already taken measures for the welfare of the students and accordingly it has enhanced students’ stipend, announced incentive for the UPSC preliminary and final examinees.
In addition to this, many colleges including one medical college are in the pipeline, he said and added that Itanagar Sport Complex, Riffle shooting ground in various places of the state, multipurpose stadium in Tirap district spoke volume of Congress activities for the development of students communities. He appealed the student community to support the Congress for better development in education sector.
Admitting that the Union could not play its role properly in the infrastructure due to communication bottleneck in the past, Choudhury said that AICC general secretary and NSUI in charge Rahul Gandhi already formulated plan and policy with a vision to bring the students community in forefront to play a pivotal role in development and maintaining national integration.
Responding to a specific question, the NSUI leader said that unlike in the past the students of North East are pursuing their academic career in various institutions in Delhi in a peaceful atmosphere and the NSUI has been liaisoning with them for their safety and security. Choudhury disclosed that a hostel for girl students of the North East is under construction in New Delhi. The hostels will help minimize the residential problem being faced by most of the girl students of the NE, he said.

Last year a Webcam with the help of Internet Messenger was used in some polling booths in the district on experimental basis, which was a great success, However, it was for restricted viewing by CEO, Itanagar and ECI, New Delhi only. This time the Live Webcam feed to be used in selected polling stations can be viewed directly on tirap.in.(Official Website of the District).

The citizens would seal the fate of 154 candidates on Oct 13. Apart from hectic electioneering and politics that goes with it, district administrations have been working overtime to ensure that elections are free and fair. Our thoughts are with the district administrations as they prepare for the mammoth task. We believe that they would put in all efforts to uphold the tradition of democracy and its process we are so proud of.
One thing that is unique in the state is total dependency in charge of those who decide for us, despite the proven fact that, not everything goes according to the popular feelings.
In a state, where there are more than 80000 government employees, provision of postal ballot makes sense. After British ruled India discovered us some six seven decades back, we have always demanded special treatment. One just wishes that we had demanded special provision of postal ballot for those men and women in government services and others who are hundreds of miles away from nearest polling stations!
The ECI guidelines strictly prohibit government employees from campaigning! In Arunachal where most of the government employees are not posted in their home districts, it is good chance to go for a vacation and indulge in some campaigning too. In today’s world where multi tasking is a necessity, Election Commission of India has shown us the way. After all, apart from feel important factor, we all need to have our say. Why would not one indulge in campaigning when options are open!! Employees can’t stay back where they are posted and not make use of democratic right and duty!
Yours truly once asked a prominent leader of the state on how the politicians perceive election code of conduct. “Election Commission of India set the rules but we decide how to conduct ourselves”!!
The response reflected the fact.
Liquor continues to flow like the rivers on spate, so much that some people are yet to wake up from stupor, since the electioneering started. Unregistered two and four wheelers are all over the place for everyone to see. As the rest of the world battles recession, the Election Commission announced dates for the polls sparing the common Arunachalis from the full impact.
The icing in the non allergic eggless cake is the open violation of model code of conduct. They don’t adhere and we choose to close our eyes!
Our politicians never fought elections on issues that are pertinent. We never asked either. For a change Chinese issue almost made it. But once the hype got over, they forgot too. China or anyone else may wait!
As we enjoy free drinks, rides and money, we just hope that our celebrations continue till we have the final results without any interference.
Though we prefer to maintain silence, we all know the fiasco that surrounded the Parliamentary elections because of lack of security arrangements. These days one need not have Aamir Khan’s eight packs to ensure that law and order goes for a walk. Not to talk of other places, in Capital Region itself, many stations were taken over. To ensure that rights of the people are not hijacked, it is necessary that adequate security arrangement is made.
As someone wrote in the popular Reader’s Forum of this daily, let us have a blast at their cost since we know they won’t do much for us once the results are over. On a second thought, it’s us who forced them to become who they are. We would write another time who forced whom. Till than exercise your right and vote for democracy and Arunachal.

EC directs observers to fix time
NEW DELHI: Election Commission today directed its observers deputed at Arunachal Pradesh, Haryana and Maharashtra to fix a particular time every day to listen to complaints of public and political parties. In a directive to the 510 poll observers, the EC said every observer should fix a time slot, preferably between 4 PM and 5 PM, to redress the grievances. The time slot and location should be well published through local newspapers. The Commission has already briefed the observers on the do's and don’ts to be followed by them for the smooth conduct of the polls in the three states, the first major exercise after the Lok Sabha elections. The observers have been specifically advised to tour their allotted assembly constituencies extensively and build confidence among weaker and disadvantaged sections of voters.

Yet another round of promises
Madam,
Come election and once again we get to see the repetition of all kinds of tall promises made by our politicians that they have been making since the last several elections. I wonder if there are any public properties left without any decoration of beautiful hoardings and posters of our handsome/beautiful politicians boasting of their past achievements and their future dreams for this state. But if any conscious citizen of this state ponders deep in to the claims and visions of those manifestoes then I wonder how far they match with the ground reality.Arunachal has grown older by twenty three years after attaining the statehood but the ground reality shows that it has equally gone back twenty three years behind if we compare the national average growth rate. Some times I wonder which direction our state is heading for! As per the manifestoes of the political parties we should have been far ahead in terms of development but the ground reality is that we are heading in just the opposite direction! Maximum of the present development including govt. quarters and allied infrastructure were constructed during the Union Territory days. Since then we hardly see any concrete evidences of the infrastructure development made by the subsequent governments of our state. Now the time has come to that extent almost all the newly recruited state govt employees are bound to live in rented houses without any HRA from the govt.
Now a day’s most of the developments are made in papers and are seldom implemented
in practical. Forget about the other parts of Arunachal, the very glimpse of Itanagar,
the capital city of the state will tell every body how developed we are. Perhaps
as pointed out by one of the readers, Itanagar is the only capital in the entire
country which does not have any public conveniences like toilets, bus terminus, potable
water for common publics, etc.Further, as on date it has no recreation centre like
children’s park, movie halls, town halls etc. There is not a single flyover to meet
the ever growing traffic congestions and not a single major/sector road is well maintained.
Further, to add the public woes, the state health sector is the worst in the country
as most of the state run hospitals in the capital and district hospitals are without
basic modern facilities like CT scan/MRI etc. I wonder what happens to those poor
villagers who can’t even afford a square meal are told to go to Guwahati / New Delhi
to get a CT scan/MRI done. Even sometimes the ultra sound and x-
In the recent past several circles has been created/upgraded, several schools / colleges has been created/upgraded in the name of development. But if we see the ground reality there are no bare minimum infrastructure to sustain /accommodate the so called circles/schools/colleges etc. Moreover, there are no teachers/bureaucrats/officials posted in these areas who are to be the guardians of these public properties. Development in real sense should be practical and worth seeing. Maximum of the schools and colleges do not have basic amenities like auditorium, toilets, common drinking water, etc. and at first glance they look like temporary transit camp or cowsheds!
If we are to believe the records of population census of Arunachal Pradesh then we
are the least populated state in the country but if we see the pace of overall development
and the ratio of unemployment then we are no less than the states like that of Bihar
or Uttar Pradesh. It makes me to wonder as to why a state with merely 7-
Thus, this is the high time that our leaders realise their promises and implement them in toto so that the sorry state of Arunachal Pradesh can be changed to some extent and our public can pin a hope in our leaders who are the true guardian of the state. Leaving aside all their party affiliations, I earnestly request our future leaders to work united for the all round development of our state. Also I appeal to my fellow citizens to elect the right candidate irrespective of party affiliations as after all it is the person in individual capacity as an elected legislature who is going to work for the development and not the party. If we elect a leader with evil or vicious intention then in no way we can expect development of our area in particular and the state as a whole. How long shall we elect leaders who look at centre every time with begging bowls instead of doing some hard home work at home state to permanently solve the problems of the state in our own capacity? Are we not wise enough to elect a right leader who can nurture our own states potentials and manifest them for the overall growth and self sufficiency of our own state? Fellow citizens, the ball is in our court and it is upon us to decide whom to elect as our leaders. The greatest weapon of democracy is with all of us and it is upon us to use it for a noble cause of our state.
Let’s keep aside our party/family affiliations and unanimously elect the true leader who can guide our society/state to the right direction keeping in mind the things to come in for our future generation. Don’t get misled by the glitter of wine and money which most of our politicians use as a tool to woo not only the innocent villagers but I am surprised to know that even many educated youths get trapped in to such tactics. Beware! Those leaders indulging in such acts are wolfs in sheep’s disguise! They adopt such tactics to gobble up the development funds once they get elected. One can just imagine if a politician can spend crores of rupees in election campaign then what is the certainty that after being elected he would not try to recover the money spent by what ever means putting aside the developmental works. So wake up from your deep slumber, use your conscience and cast your vote for the right and eligible person. A single vote can change the entire scenario.Thus, think twice before you exercise your personal weapon of democracy least it should not become a curse rather than a boon for you in five years to come!
So lets we Arunachalee join hands in hands and unanimously elect our leaders who have sound credentials and has the potential and calibre to push our state Arunachal Pradesh to a greater height of self sufficiency making us at par with other developed states like that of Punjab/Haryana who are self sufficient in all spheres and who never begs to the centre with a begging bowl rather the central govt.keeps on approaching these states for allocation of food /finished products on central quota to meet the demand of the nation as a whole.
